Welcome to the Quality Assurance Service (QA Service) website.

The Regulated Air Cargo Agent (RACA) Security Training Framework quality assurance system was designed to ensure that RACA employees are competent in every aspect of security necessary for the safe passage of air cargo. All organisations delivering this training must be accredited and will undergo regular audits to ensure the quality and integrity of training and assessment. The QA Service administers the system and maintains a national register of all certified personnel.

Our role at the QA Service is to deliver a quality assurance service for the competency-based training framework of the air cargo sector.

We will:

  • provide information on the RACA Security Training Framework
  • provide assistance to organisations seeking accreditation under the Framework as RACA Training Organisations (RACATOs)
  • evaluate and accredit organisations to deliver quality training and assessment services to RACA personnel
  • audit and report on ongoing performance of training and assessment organisations accredited against the RACA Security Training Framework quality assurance standards
  • maintain a database of all trained RACA personnel.

Continuous Improvement

The QAS promotes ongoing improvement in all aspects of a RACATOs performance - especially in the core activity areas of training and assessment, but also in all facets of organisational planning, management and operations.

Continuous improvement requires planned reviews of learning and assessment materials, and operational policies and processes.

QAS suggests RACATOs undertake annual review focusing on aspects of:
•  Learning /assessment material
•  Quality processes
•  Currency of Website information
•  Internal audit against RACATO Accreditation Standards.
